LEADERSHIP
JP and Saikou bring executive strategy and national-security research leadership to every engagement.
JP is a global research, artificial intelligence, cloud, and national-security technology leader whose career spans military service, federal research and development, entrepreneurship, and worldwide academic research. He specializes in translating complex mission and business challenges into secure, scalable systems—aligning technology, people, processes, governance, and execution to produce measurable outcomes.
Across his career, JP has led major technology and research initiatives involving universities, government organizations, defense customers, and industry partners. He previously served as a federal Director of Technology and Innovation within the U.S. Department of War, where he led multidisciplinary teams and advanced programs in artificial intelligence, cloud engineering, software delivery, and mission systems. He has also served as a principal investigator and program leader on research sponsored by DARPA, the Office of Naval Research, and other national-security organizations.
In global cloud research, JP has helped universities and research institutions modernize secure research environments, develop mission-ready technical capabilities, accelerate research programs, and create stronger pathways from research strategy to operational impact.
JP is a U.S. Coast Guard veteran and a U.S. Navy Reserve Information Warfare Officer. He holds a Ph.D. in Computer Science focused on artificial intelligence and cloud engineering. His combination of technical depth, executive leadership, research experience, and operator discipline shapes AlignForge's mission: building trustworthy AI and cloud capabilities that perform in consequential environments.
Dr. Saikou Y. Diallo is a senior science and technology leader with more than 20 years of experience across national security, advanced research, modeling and simulation, artificial intelligence, and complex systems. As a DARPA Program Manager and former Scientific and Technical Advisor, and previously Chief Scientist and Director of R&D at Old Dominion University's Virginia Modeling, Analysis and Simulation Center, he has led large multidisciplinary research programs and helped transition advanced technologies toward operational use.
He now advises universities on how to compete more effectively for national defense research funding by aligning academic strengths with mission needs, shaping stronger technical concepts, building government and industry partnerships, and creating credible pathways from research to funded programs and real-world impact.
